Procurement Inquiry Notice for the 2023 Professional Internship and Practical Training Service Procurement Project

This is an inquiry-based procurement for the 2023 Professional Internship and Practical Training Service Procurement Project. Please submit your quotation in accordance with the requirements outlined in this notice. The basic procurement details, quality and service requirements, and the conditions suppliers must meet to submit quotations are as follows:

IV. Supplier Qualification Requirements:

Bidders must comply with the provisions of Article 22 of the Government Procurement Law of the People's Republic of China.

Different bidders with the same legal representative or those with direct控股 (holding) or management relationships may not participate in the same government procurement activity. Suppliers providing overall design, specification development, project management, supervision, testing, or other services for this project are not eligible to participate in its procurement activities.

Bidders must not be listed on the "Credit China" website as discredited persons subject to enforcement, parties involved in major tax violation cases, or entities with serious illegal and discredited acts in government procurement. They must also not be prohibited from participating in government procurement activities during the period recorded on the China Government Procurement website for serious illegal and discredited acts. (This will be verified by the procurement agency on the bid submission deadline via the "Credit China" and China Government Procurement websites. If any discredited records have expired, bidders must provide relevant proof.)

This project does not accept joint bids.

V. Project Overview and Procurement Requirements:

Project Overview:

· Provide internship and practical training for students in related majors to enhance their professional skills. The estimated number of trainees is 100.

Project Timeline:

· Completion within 90 calendar days after signing the contract.

Training Location:

· To be provided by the supplier, with offline instruction conducted.

· Payment Method:

· After the service is completed and accepted by the procurement unit, full payment of 100% of the contract amount will be made via bank transfer within 30 working days upon completion of all acceptance procedures.

· Acceptance Method:

· Acceptance will be organized by the acceptance panel of the project user department.

VI. Supplier Selection Method:

· Suppliers who fully submit the materials specified in Clause VIII and meet the qualification requirements will be considered. Among eligible suppliers meeting the procurement requirements, quality, and service standards, the supplier with the lowest quotation will be selected. Quotations exceeding the budget limit will be deemed invalid.

· July 11, 2023, to July 13, 2023, from 8:30 AM to 12:00 PM and 2:30 PM to 5:30 PM.

VIII. Materials to Be Submitted by Suppliers:

· (The following materials can be mailed. Mailing address and contact details are specified in Clause VII above.)

· Note: Copies of Item 1 and originals of Items 2–6 must be sealed in one file bag with the supplier's official stamp. The surface of the file bag must indicate the bid project name, tendering entity, bidder, bid date, etc. The winning bidder must provide original certificates for verification within one week after receiving the notice of acceptance.

Business Licenses and Qualification Proofs:

· Business License;

· Tax Registration Certificate;

· Organization Code Certificate.

· (If a "Three-in-One" business license is used, the Tax Registration Certificate and Organization Code Certificate are not required.)

· Legal Representative Identity Certificate (format see Annex 1);

· Authorized Representative Documents (if applicable): Power of Attorney from the Legal Representative (format see Annex 2), copy of ID card, and social security payment proof stamped with the supplier's official seal (if the legal representative submits the materials, this item is not required);

· Qualification Declaration Letter (format see Annex 3);

· Written Statement of No Major Illegal Records in Business Activities (format see Annex 4);

· Quotation Form (format see Annex 5).
