LU An, Ph.D., Vice Dean of the DGUT-CNAM Institute at Dongguan University of Technology. He received his Bachelor's and Master's degrees from the School of Computer Science and Technology at Huazhong University of Science and Technology (HUST), and his Ph.D. from the Department of Computer Science and Engineering at The Hong Kong University of Science and Technology (HKUST).

Current Positions Party Committee Chief and Executive Dean, Sino-French Joint Institute of Dongguan University of Technology & Conservatoire National des Arts et Métiers (CNAM). Director, Dongguan University of Technology Joint Laboratory of the National Innovation Center for Smart Design and Digital Manufacturing Technology.

Ho-Hsuan Chang specializes in communication theory, information processing, and sequence design. In recent years, his research projects have primarily focused on the construction and application of perfect Gaussian integer sequences, as well as studies related to exponential integer properties and their applications in cryptography. He has published more than ten SCI papers and holds several patents in these fields.
